Why Delhi for a PCD pharma franchise

Delhi is the National Capital Territory with a Census 2011 population of 1,67,87,941 and 3,878 medical institutions recorded as on 31 December 2025. The figures below are from the Economic Survey of Delhi 2025-26 and other government sources.

The Economic Survey of Delhi 2025-26 records an area of 1,483 sq km, of which 1,113.65 sq km is urban and 369.35 sq km rural. The population was 97.50 per cent urban in Census 2011, the decadal growth from 2001 to 2011 was 21.2 per cent, and the density of 11,320 persons per sq km is described in the survey as "the highest among all states and union territories".

The survey reproduces a National Commission on Population projection of about 2.25 crore people for Delhi at 1 March 2026, roughly 34 per cent more than at Census 2011. The same survey's health chapter works with a population of about 2.25 crore for 2025-26 when it computes beds per 1,000 persons.

Health facilities

Delhi had 3,878 medical institutions as on 31 December 2025: 92 hospitals, 34 primary health centres, 1,501 dispensaries (including AYUSH and mobile clinics), 129 maternity homes and centres, 48 polyclinics, 1,181 private hospitals and nursing homes, 503 special clinics, 20 medical colleges and 370 Ayushman Arogya Mandirs. These figures are from Statement 16.1 of the Economic Survey of Delhi 2025-26.

There were 63,802 sanctioned beds in 1,294 medical institutions in 2025-26, of which 53.49 per cent were in private nursing homes, hospitals and voluntary organisations. Beds per 1,000 persons were 2.84 in 2025-26, against 2.73 in 2015-16. The survey also lists 40 multispecialty and super specialty hospitals, 98 allopathic dispensaries, 64 seed primary urban health centres, 48 polyclinics, 57 Ayurvedic, 28 Unani and 121 homoeopathic dispensaries, 16 mobile health dispensaries, 6 mobile dental vans, 36 school health clinics, and 29 Jan Aushadhi Kendras operational in Delhi.

Medicine supply and wholesale trade

Delhi Tourism describes Bhagirath Palace in Chandni Chowk as "Asia's largest market for electrical goods" that "also offers medical equipment and allopathic medicines", and the Drugs Control Department's wholesale-licence checklist names Bhagirath Palace as a separate category in its MPD-2021 compliance affidavit.

The Economic Survey's health chapter notes that Delhi's health system serves the whole national capital region (NCR) and the neighbouring districts of other states, a clientele that "actually surpasses manifold the domiciled population". The survey also records that the Drugs Control Department collected 397 samples of drugs and cosmetics in 2025 up to November 2025, of which 15 were declared not of standard quality by the Government Analyst.

Districts in Delhi for a Vibcare franchise

Vibcare appoints one franchise partner per district in Delhi with monopoly rights confirmed in writing, and availability in each district is confirmed at the time of enquiry.

Delhi has 13 revenue districts. The Revenue Department, Government of NCT of Delhi, states that "Delhi is divided into 13 Revenue Districts" and that each district is headed by a Deputy Commissioner. Drug licence for a PCD franchise in Delhi

Vibcare requires its franchise partners to hold a wholesale drug licence and GST registration, because Vibcare partners supply chemists and stockists for resale. Under the Drugs Rules, 1945, the licence you need depends on the activity: sale to a person who will sell again is wholesale dealing (Form 20B or Form 21B), while sale to a patient is retail (Form 20 or Form 21).

Who issues it in Delhi

The Drugs Control Department, Government of NCT of Delhi, regulates the manufacture of drugs and cosmetics and the sale of drugs under the Drugs and Cosmetics Act 1940, the Drugs and Magic Remedies (Objectionable Advertisements) Act 1954 and the Drugs (Prices Control) Order 2013. The Assistant Drugs Controllers are the licensing authorities, and the department is headed by a Drugs Controller. Delhi is divided into two divisions, each comprising two zones and headed by a Deputy Drugs Controller.

The head office is at F-17, Karkardooma, Delhi-110032. The telephone number is 011-22393703 and the email is dirdcd[at]nic[dot]in. The official website is drugs.delhi.gov.in. A control room with a Drugs Inspector as duty officer works from 09:30 AM to 06:00 PM on working days on number 22393705.

Applying online on ONDLS

Delhi receives applications for sale licences only through the Online National Drugs Licensing System (ONDLS) at statedrugs.gov.in, the CDSCO portal developed by C-DAC. The department's step-by-step guide sets out the route as follows.

  • Self-register the firm on ONDLS and register the technical staff, and hire a registered technical member on the portal before filing a fresh application.
  • Use a separate mobile number and email address for each site.
  • Upload documents in PDF, each file under 10 MB.
  • Download Form 19 from the system, sign it and upload it.
  • Pay the fee online and upload the receipt; the department's guide refers to the Delhi e-payment gateway and the ONDLS flow chart refers to the eSBI payment gateway.
  • Submit electronically. A nodal officer who is an Assistant Drugs Controller allots the file, a Drugs Inspector scrutinises the documents and inspects the site, and the licence is signed by the licensing authority and uploaded on ONDLS.

The department's Citizen's Charter states that the grant of sale licences takes 35 days from receipt of the application and that an SMS is sent on grant or rejection. The department also states that applications are being received only in online mode on ONDLS.

Forms and fees

For a PCD pharma franchise in Delhi, the wholesale forms you will normally deal with are Form 19 as the application and Form 20B or Form 21B as the licence.

ActivityApplication formLicence formFee stated by Delhi
Wholesale of allopathic drugs other than Schedules C, C(1) and XForm 19Form 20B₹1,500
Wholesale of Schedule C and C(1) drugs, excluding Schedule XForm 19Form 21B₹1,500
Wholesale of Schedule X drugsForm 19CForm 20G₹500
Wholesale of homoeopathic medicinesForm 19BForm 20D₹2,000
Duplicate copy of a licence——₹150

The fees above are from the Drugs Control Department's forms-and-fees sheet for sale licences, and the Drugs Rules fee for an application in Form 19 is also ₹1,500. Under Rule 63 of the Drugs Rules, 1945, a wholesale licence remains valid perpetually provided a retention fee, equal to the fee for grant, is deposited before the end of every five years from the date of issue. A late fee of 2 per cent of the licence fee per month or part thereof applies for up to six months, after which the licence is deemed cancelled; in Delhi the late amount is stated as ₹1,500 plus 2 per cent per month.

Premises and competent person

Rule 64 of the Drugs Rules, 1945, requires adequate premises with proper storage accommodation for preserving the properties of the drugs, in the charge of a person competent to supervise the sale and distribution of drugs.

  • For a wholesale licence in Form 20B or 21B, the premises must be not less than 10 sq m.
  • Where retail and wholesale licences are taken together, the area must be not less than 15 sq m.
  • The competent person must be a registered pharmacist, or a matriculate with four years' experience in dealing with the sale of drugs, or a graduate of a recognised university with one year's experience in dealing with drugs.
  • Delhi's checklist requires an independent shop and clear height as per the National Building Code of India 2005; the department's manual states a minimum height of 2.75 m.
  • No drug licence is granted or retained in premises on a residential plot, land or flat unless it meets the requirements of MPD-2021.

Documents for a fresh wholesale licence

The department's checklist for Form 20B, 21B and 20G asks for self-attested copies of the following.

  • System-generated fee receipt and system-generated Form 19 or 19C.
  • Self-declaration of proprietor, partners or directors, and proof of constitution of the firm.
  • Site plan and key plan, and premises proof (registered sale deed or conveyance deed, or rent agreement with rent receipt and landlord's ownership papers).
  • Photo identity, non-conviction affidavit under the Drugs and Cosmetics Act 1940, MPD-2021 compliance affidavit, and MCD charges receipt for commercial use.
  • Competent person's documents: Aadhaar card, self-declaration, proof of qualification with mark sheets, appointment letter, bio-data in prescribed format and experience certificate.

GST registration

GST registration is separate from the drug licence. Vibcare asks partners to hold it before starting, and Delhi's ONDLS checklist asks for the GSTN among the supporting papers. Under the CGST Act 2017, registration is compulsory whatever the turnover for anyone making inter-State taxable supplies; for a supplier of goods only, the threshold is ₹40 lakh (Notification No. 10/2019-Central Tax).

Where is the Drugs Control Department in Delhi?

The Drugs Control Department, Government of NCT of Delhi, is at F-17, Karkardooma, Delhi-110032. The telephone number is 011-22393703 and the website is drugs.delhi.gov.in. The control room number is 22393705, working from 09:30 AM to 06:00 PM on working days.

How many districts are there in Delhi?

Delhi has 13 revenue districts: South East, Old Delhi, North, New Delhi, Central, Central North, South West, Outer North, North West, North East, East, South and West. This is the figure on the Revenue Department's website and in the Delhi Gazette notification of 25 December 2025, which reorganised the districts and created 39 sub-divisions/tehsils. Some older official pages still show the earlier count of 11.

Is Delhi a good market for a PCD pharma franchise?

On the official numbers Delhi packs a large patient base into a small area: a Census 2011 population of 1,67,87,941 and a density of 11,320 persons per sq km, the highest among states and union territories according to the Economic Survey of Delhi 2025-26. As on 31 December 2025 Delhi had 3,878 medical institutions, including 1,181 private hospitals and nursing homes, 503 special clinics and 1,501 dispensaries, with 63,802 sanctioned beds. Per capita income at current prices was ₹5,31,610 in 2025-26 as per the Advance Estimates. Allopathic medicines are listed among the goods offered at Bhagirath Palace in Chandni Chowk by Delhi Tourism.

Is a drug licence needed for a PCD pharma franchise?

The Drugs and Cosmetics Act 1940 does not use the word "PCD"; the test is the activity. Section 18(c) bars any person from selling, stocking, exhibiting, offering for sale or distributing a drug except under and in accordance with a licence. If you stock or sell medicines, the Act requires a licence. The rules exempt travelling agents of licensed manufacturers and agents of manufacturers and importers only for the free distribution of samples of medicines to the medical profession, hospitals, dispensaries and medical or research institutions.

Which licence is needed - retail or wholesale?

Under Rule 2(g) of the Drugs Rules, 1945, sale by way of wholesale dealing means sale to a person for the purpose of selling again, and it includes sale to a hospital, dispensary or medical, educational or research institution. Selling to chemists for resale is therefore wholesale, and the forms are Form 20B for drugs other than Schedules C, C(1) and X, and Form 21B for Schedule C and C(1) drugs excluding Schedule X. Sale to patients is retail, under Form 20 or Form 21.

What are the qualifications for a wholesale drug licence?

The premises must be in the charge of a competent person who is a registered pharmacist, or has passed matriculation with four years' experience in dealing with the sale of drugs, or holds a degree of a recognised university with one year's experience in dealing with drugs. The licensing authority must be satisfied that the person is competent to supervise the sale and distribution of drugs. In Delhi, a technical member must first be hired and registered on ONDLS before a fresh application is filed.

What is the investment for a PCD pharma franchise in Delhi with Vibcare?

The minimum first order with a Vibcare franchise is ₹20,000. On top of that, you need a wholesale drug licence and GST registration; the government fee stated in Delhi's forms-and-fees sheet is ₹1,500 for Form 20B and ₹1,500 for Form 21B, with the same amount payable as retention before the end of every five years from the date of issue. Margins and the full franchise terms are shared when you enquire.

Does Vibcare give monopoly rights in Delhi?
