Why Tamil Nadu for a PCD pharma franchise

Tamil Nadu is a large, urbanising state with a dense public health network and one of India's named pharmaceutical manufacturing clusters.

The 2011 Census counted 72,147,030 people in the state over 130,058 sq km, with a density of 555 per sq km and literacy at 80.09 per cent. The National Commission on Population projects the state at 7.75 crore in 2026, which is about 7.5 per cent above the 2011 figure, with a projected median age of 36.35 years.

More than half the population lives in urban areas: the state's At A Glance puts the urban share at 53.38 per cent in 2022. Per capita net state domestic product in 2022-23 (advance estimate) was ₹2,75,583 at current prices.

The public health network is large. The Policy Note 2026-27 lists 2,336 Primary Health Centres (including 1,408 Additional PHCs, 424 upgraded 30-bedded PHCs, 465 Urban PHCs and 39 Urban Community Health Centres), 9,330 Rural Health Sub-Centres, 708 Urban Health and Wellness Centres, 37 District Headquarters Hospitals, 199 Taluk Hospitals, 59 Non-Taluk Hospitals and 426 Hospitals-on-Wheels. It also lists 36 Government Medical College hospitals and 67 hospitals attached to medical colleges.

On the demand side, the state's own note says non-communicable diseases cause "nearly 75% of all deaths", and cites an ICMR-NIE survey (2023-24) finding hypertension in 29.4 per cent and diabetes in 19.5 per cent of adults. Older adults are 16.3 per cent of the population and the total fertility rate is 1.3.

On the supply side, the Directorate of Drugs Control calls Tamil Nadu "one of India's important Pharmaceutical Hubs" and names manufacturing clusters at Chennai, Chengalpet, Kancheepuram, Thiruvallur, Hosur, Vellore, Villupuram, Coimbatore and Madurai. As on 31 March 2026 the state had 1,030 manufacturing licences in force, of which 310 were regular allopathic and 80 loan licences.

Medicines for government hospitals are bought centrally by the Tamil Nadu Medical Services Corporation Ltd (TNMSC), a state government company, which procured ₹1,193.14 crore of drugs and healthcare products in 2025-26 and supplies them free in government hospitals. That public channel is separate from the chemist and wholesale trade, where 61,482 sales licences were in force on 31 March 2026 — 42,678 retail, 4,795 retail with wholesale, 13,201 wholesale, 424 restricted and 384 homoeopathic.

Drug licence for a PCD franchise in Tamil Nadu

In Tamil Nadu, a wholesale drug licence is issued by the Directorate of Drugs Control (Drugs Control Administration) under the Health and Family Welfare Department, and applications are made online.

The licensing authority and its offices

The Directorate enforces the Drugs and Cosmetics Act 1940, the Drugs Rules 1945 and related rules. Its head office is at Office of the Director of Drugs Control, 1st Floor, New Building, No. 359, Anna Salai, Teynampet, Chennai – 600 006, and its website is drugscontrol.tn.gov.in.

Sale licences are approved by the Assistant Director of Drugs Control of the concerned zone. The department's contacts page lists zonal offices at Chennai (Zones I to V), Kancheepuram, Tiruvallur, Vellore, Villupuram, Salem, Namakkal, Dharmapuri, Trichy, Karur, Thanjavur, Pudukottai, Coimbatore, Tiruppur, Erode, Madurai, Dindigul, Virudhunagar (Tuticorin zone), Tirunelveli and Kanyakumari.

How to apply

The Drugs Control home page states that applications for sales and manufacturing services should be made online through the Tamil Nadu Single Window Portal (TNSWP) at tnswp.com. The Policy Note 2026-27 confirms that drug sales and manufacturing licences are processed via TNSWP, the ONDLS portal and the CDSCO MD Online Portal.

The steps given in the Policy Note are: the applicant submits the application online; a Drugs Inspector or Senior Drugs Inspector inspects the premises within the prescribed timeline; the application is verified by the Assistant Director or Drugs Inspector; the Licensing Authority approves; and the licence is issued within the timeline in the Act and Rules. The department's own guideline states an overall processing time of 30 days.

Forms and fees

For wholesale business you apply on Form 19 (to sell, stock, exhibit or offer for sale or distribute drugs other than Schedule X). The licence issued is Form 20-B for drugs other than Schedule C, C(1) and X, and Form 21-B for Schedule C and C(1) drugs (excluding X).

The Directorate's fee table gives a grant fee of ₹1,500 each for Form 20-B and Form 21-B (the same amount as retail Forms 20 and 21). Form 20-G for Schedule X wholesale and restricted licences are ₹500, and a duplicate copy of a licence is ₹150. The department's guideline also requires a covering letter with ₹2 court-fee stamp per licence.

Premises, storage and the competent person

Under Rule 64 of the Drugs Rules 1945, a wholesale licence in Form 20-B or 21-B needs premises of not less than 10 sq m (15 sq m where retail and wholesale licences are sought together), with adequate storage accommodation to preserve the properties of the drugs. Tamil Nadu's guideline asks for racks, a refrigerator and air-conditioning at the premises.

The premises must be in the charge of a competent person who is a Registered Pharmacist, or a matriculate with four years' experience in dealing with the sale of drugs, or a graduate of a recognised university with one year's experience in dealing with drugs. For Form 21-B, sale must be under the personal supervision of that competent person.

Documents commonly asked for

The department's guideline for retail and wholesale licences lists: a covering letter; the signed Form 19; authorisation where an authorised signatory signs; a declaration signed by the applicant and the pharmacist or competent person; ownership or rental documents for the premises, a plan signed by a licensed surveyor, and a legal tenancy affidavit; the registration, qualification and experience certificates of the pharmacist or competent person; firm constitution papers, photographs, ID and address proof; and purchase bills of the air-conditioner and refrigerator with an installation or working certificate.

GST registration

GST registration is separate from the drug licence, and Vibcare asks partners to hold it before starting. Under the CGST Act 2017, registration is compulsory whatever the turnover for anyone making inter-State taxable supplies; for a supplier of goods only, the threshold is ₹40 lakh (Notification No. 10/2019-Central Tax).

Validity

Since the 2017 amendment to the Drugs Rules, a licence in Form 20-B or 21-B remains valid perpetually if a licence retention fee equal to the grant fee is paid before the end of every five years from the date of issue. A late fee of 2 per cent of the fee per month applies for up to six months, after which the licence is deemed cancelled. Licensed premises are inspected at least once in three years, or as needed on a risk basis.

Sale licences are handled by the zonal Assistant Director of Drugs Control, with zone offices in Chennai (Zones I to V), Kancheepuram, Tiruvallur, Vellore, Villupuram, Salem, Namakkal, Dharmapuri, Trichy, Karur, Thanjavur, Pudukottai, Coimbatore, Tiruppur, Erode, Madurai, Dindigul, Virudhunagar, Tirunelveli and Kanyakumari.

How many districts are there in Tamil Nadu?

Tamil Nadu has 38 revenue districts. The official state portal lists Ariyalur, Chengalpattu, Chennai, Coimbatore, Cuddalore, Dharmapuri, Dindigul, Erode, Kallakurichi, Kancheepuram, Kanniyakumari, Karur, Krishnagiri, Madurai, Mayiladuthurai, Nagapattinam, Namakkal, Perambalur, Pudukkottai, Ramanathapuram, Ranipet, Salem, Sivaganga, Tenkasi, Thanjavur, Theni, The Nilgiris, Thoothukudi, Tiruchirappalli, Tirunelveli, Tirupathur, Tiruppur, Tiruvallur, Tiruvannamalai, Tiruvarur, Vellore, Viluppuram and Virudhunagar.

The state also has 94 revenue divisions and 314 taluks.

Is Tamil Nadu a good market for a PCD pharma franchise?

Tamil Nadu is projected to have about 7.75 crore people in 2026, around half of them urban, and 61,482 drug sales licences were in force in the state on 31 March 2026.

The state's own health data shows demand for medicines: non-communicable diseases account for nearly 75 per cent of deaths, adult hypertension is 29.4 per cent and diabetes 19.5 per cent, and 16.3 per cent of people are older adults. The Directorate of Drugs Control also notes high fragmentation among stockists and sub-stockists. Tell us your district to check whether it is open.

Is a drug licence needed for a PCD pharma franchise?

The test in the Drugs and Cosmetics Act is the activity, not the business label: nobody may sell, stock, exhibit, offer for sale or distribute a drug without a licence. The Act and the Drugs Rules do not use the term "PCD" at all.

If you stock or sell medicines, a licence is required; the only named exemption is for the free distribution of samples to the medical profession and institutions. Vibcare asks its partners for a wholesale drug licence and GST registration before starting.

Which licence is needed — retail or wholesale?

Wholesale dealing means sale to a person for the purpose of selling again, and it includes sale to a hospital, dispensary, or medical, educational or research institution. Selling to chemists and stockists for resale is wholesale dealing, which needs Form 20-B or Form 21-B.

A Form 20-B licence does not permit sale to anyone without the requisite licence, except government buyers, hospitals and institutions, registered medical practitioners for their patients, and certain manufacturers. Selling directly to patients is retail, which is Form 20 or Form 21.

What are the qualifications for a wholesale drug licence?

The premises must be in the charge of a competent person who is a Registered Pharmacist, or a matriculate with four years' experience in dealing with the sale of drugs, or a graduate of a recognised university with one year's experience in dealing with drugs. The licensing authority must be satisfied that the person is competent to supervise and control the sale, distribution and preservation of drugs.

You will need the registration, qualification and experience certificates of that person along with your application.

What is the investment for a PCD pharma franchise in Tamil Nadu with Vibcare?

The minimum first order with Vibcare is ₹20,000. Beyond that, plan for the drug licence fee, premises and GST registration; margins and the full franchise terms are shared when you enquire.

The government fee for a wholesale licence is ₹1,500 per form under the Drugs Rules, with a retention fee of the same amount before the end of every five years.

Does Vibcare give monopoly rights in Tamil Nadu?

Yes. Vibcare appoints one franchise partner per district, and the monopoly rights are confirmed in writing.

Availability of a particular district is confirmed on enquiry, so please tell us your district when you write in.
