Uttarakhand is a state of about 1.20 crore people (2026 projection) spread across 13 districts, with a public health network and a large local pharmaceutical manufacturing base that the state itself promotes.
Census 2011 counted 1,00,86,292 people in Uttarakhand. The National Commission on Population's technical group projected about 1.20 crore people for 2026, which is 18.9 per cent above the 2011 count. Density was 189 persons per sq km in 2011, with 30.2 per cent of the population urban, and the state is largely hilly.
The state has 13 districts, 107 tehsils, 95 blocks and 16,793 villages, plus 108 urban local bodies listed by the Urban Development Directorate. The three most populous districts — Haridwar (18,90,422), Dehradun (16,96,694) and Udham Singh Nagar (16,48,902) — hold 51.9 per cent of the state's people (Census 2011 figures).
The state's investor deck for the Uttarakhand Global Investors Summit 2023 lists 13 district hospitals, 21 sub-district hospitals, 79 central health centres and 578 primary health centres, and states 2.1 beds per 1,000 population. The Press Information Bureau reported 2,186 Ayushman Arogya Mandirs operationalised in Uttarakhand as of 29 July 2024.
Medical education in the state covered 8 colleges (5 government, 3 private) with 1,150 MBBS seats for the academic year 2023-24, as reported by the Ministry of Health and Family Welfare. The Department of Drugs Control portal (XLN) showed 11,386 firms and 23,384 licences on 24 October 2026.
The state's own manufacturing deck describes Uttarakhand among the top 2 pharmaceutical manufacturing states in India, with over 370 manufacturing and ancillary units, more than 1,00,000 persons employed, and 22 per cent of national generic-drug production. SIIDCUL, the state industrial development corporation, runs an Integrated Industrial Estate at Haridwar (2,038 acres) and an IIE "Pharma City" at Selaqui, Dehradun (207 acres), and states that Dehradun and Haridwar together hold over 200 pharmaceutical establishments in its estates.
Uttarakhand has 13 districts in two divisions, as listed on the state portal (Government of Uttarakhand). Vibcare Pharma appoints one PCD pharma franchise partner per district with monopoly rights confirmed in writing, and availability of a particular district is confirmed when you enquire.
Census 2011 population figures for each district are published by the Chief Minister's Office: Haridwar 18,90,422; Dehradun 16,96,694; Udham Singh Nagar 16,48,902; Nainital 9,54,605; Pauri Garhwal 6,87,271; Almora 6,22,506; Tehri Garhwal 6,18,931; Pithoragarh 4,83,439; Chamoli 3,91,605; Uttarkashi 3,30,086; Bageshwar 2,59,898; Champawat 2,59,648; Rudraprayag 2,42,285.
In Uttarakhand the wholesale drug licence is issued by the Food Safety and Drug Administration (FDA), Uttarakhand, through its Drug Control Wing, also named the Department of Drugs Control, Uttarakhand. Applications are handled on the state's own online licensing portal, XLN (Xtended Licensing, Laboratory & Legal Node) at xln.uk.gov.in, not on the central ONDLS portal.
The CDSCO list of State Licensing Authorities (as on 24 April 2026) names the Drugs Controller & SLA at O/o Commissioner Food Safety and Drugs Administration Uttarakhand, Danda Lakhond, Near IT Park, Sahastradhara Road, Dehradun – 248 001. Field offices listed on the FDA site include Assistant Drugs Controllers for Kumaon and Garhwal and Drugs Inspectors at Haridwar, Roorkee, Udham Singh Nagar, Nainital and Tehri, each covering nearby districts.
The FDA website's drug licensing menu links to xln.uk.gov.in. The portal provides a login for firms and offers public services such as application status, licence details, registered pharmacist details and retailer/wholesaler details. Firms log in to the portal to apply.
Under the Drugs and Cosmetics Rules, 1945, the statutory application is Form 19 (Rule 59(2)). For wholesale trade, the licence is in Form 20B for drugs other than Schedules C, C(1) and X, in Form 21B for Schedule C and C(1) drugs (excluding Schedule X), and in Form 20G for Schedule X drugs (Rule 61). If you stock or sell at more than one place, Rule 62 requires a separate application and licence for each place.
GST registration is separate from the drug licence, and Vibcare asks partners to hold it before starting. In Uttarakhand the threshold for intra-State supplies is ₹20 lakh of aggregate turnover in a financial year: Notification No. 10/2019-Central Tax names Uttarakhand among the States where the higher ₹40 lakh goods-only limit does not apply. Registration is compulsory whatever the turnover for anyone making inter-State taxable supplies.
With a Vibcare Pharma PCD franchise you get district monopoly in writing, a wide product range and same-day dispatch.
To start, a partner needs a wholesale drug licence and GST registration.
Franchise partners can take products across thirteen therapy ranges, each with its own page, alongside the full Vibcare catalogue.
Apply to the Drug Control Wing of the Food Safety and Drug Administration, Uttarakhand (Department of Drugs Control, Uttarakhand) through the state's XLN portal at xln.uk.gov.in. The statutory application is Form 19 with a fee of ₹1,500 (Rule 59(2)), and the wholesale licence is granted in Form 20B for drugs other than Schedules C, C(1) and X, or Form 21B for Schedule C and C(1) drugs excluding Schedule X; Schedule X drugs use Form 20G.
Your premises must be at least 10 square metres with proper storage, and in the charge of a competent person — a Registered Pharmacist, or a matriculate with four years' drug-sale experience, or a degree holder with one year's experience. The licence stays valid as long as a retention fee is paid every five years.
The State Licensing Authority is the Drugs Controller at the Office of the Commissioner, Food Safety and Drugs Administration, Uttarakhand, Danda Lakhond, Near IT Park, Sahastradhara Road, Dehradun – 248 001, as listed by CDSCO as on 24 April 2026. The FDA contact page gives the same location with phone 0135-2608730 and toll free 1800-180-4246.
Field drug inspectors sit at Haridwar, Roorkee, Udham Singh Nagar, Nainital and Tehri, each also covering neighbouring districts.
Uttarakhand has 13 districts in two divisions. Garhwal division has 7 districts — Chamoli, Dehradun, Haridwar, Pauri Garhwal, Rudraprayag, Tehri Garhwal and Uttarkashi; Kumaon division has 6 — Almora, Bageshwar, Champawat, Nainital, Pithoragarh and Udham Singh Nagar.
The capital is Dehradun. By Census 2011, Haridwar is the most populous district (18,90,422) and Rudraprayag the least (2,42,285).
Uttarakhand is a compact market with a strong pharma base: about 1.20 crore people projected for 2026, 13 districts, 108 urban local bodies and 16,793 villages. On the care side, the state's investor deck lists 13 district hospitals and 2.1 beds per 1,000 population, the PIB reports 2,186 Ayushman Arogya Mandirs (July 2024), and the drug-control portal showed 11,386 firms and 23,384 licences.
The state also promotes a strong local manufacturing base — over 370 pharma and ancillary units and, in its own deck, 22 per cent of national generic-drug production. Tell us your district to check whether it is open.
Section 18(c) of the Drugs and Cosmetics Act, 1940 bars any person from selling, stocking, exhibiting, offering for sale or distributing a drug except under a licence. The Act and the Rules do not mention "PCD" at all; what matters is the activity. So if you stock or sell medicines, the Act requires a licence.
The only named exemption is for free samples: travelling agents and agents of licensed manufacturers need no licence for the free distribution of samples to the medical profession and institutions (Rule 62A(c) proviso).
Wholesale dealing means sale to a person for the purpose of selling again (Rule 2(g)). If you supply chemists for resale, that is wholesale dealing. The wholesale licence is Form 20B (for drugs other than Schedules C, C(1) and X) or Form 21B (for Schedule C and C(1) drugs, excluding Schedule X); Schedule X drugs use Form 20G.
Retail sale is covered by Form 20/21 and is the licence a chemist needs for sales to patients.
Under Rule 64 of the Drugs and Cosmetics Rules, 1945, the premises must be in the charge of a competent person who is a Registered Pharmacist, or has passed matriculation with four years' experience in dealing with sale of drugs, or holds a degree of a recognised university with one year's experience in dealing with drugs.
The licensing authority must also be satisfied that the person is competent to supervise and control the sale, distribution and preservation of drugs. Keep the qualification and experience documents ready.
The minimum first order with Vibcare is ₹20,000. On top of that, you need a wholesale drug licence and GST registration, so budget for the government fees and the cost of suitable premises and storage.
The statutory application fee with Form 19 is ₹1,500 under Rule 59(2), and the licence retention fee every five years is the same amount. Margins and the full franchise terms are shared when you enquire.
