Chandigarh is a Union Territory of about 10.55 lakh people with two pharma clusters in the nearby tricity area and the Baddi-Barotiwala-Nalagarh pharma belt in Himachal Pradesh about 56 km away. Vibcare Pharma is a PCD pharma company based in the tricity, with its corporate office in Panchkula.
Chandigarh is a Union Territory under the Central Government and the joint capital of Punjab and Haryana. At the state reorganisation of 01.11.1966 the city assumed the distinction of being the capital city of both Punjab and Haryana while itself being declared a Union Territory.
The Department of Pharmaceuticals' cluster survey (February 2023) counts pharma units in two clusters in the tricity area and in the Baddi belt beyond. The survey records 43 pharma units in the Panchkula cluster and 80 in the Derabassi (SAS Nagar) cluster.
The Baddi-Barotiwala-Nalagarh (BBN) belt in Solan district, Himachal Pradesh, has 400 pharma units — 40 micro, 60 small, 250 medium and 50 large. The BBN Development Plan records industrial linkages with Ludhiana, Mohali, Chandigarh and Delhi for raw material and finished goods, and credits the belt's growth to the central industrial package of June 2003 and to nearness to Chandigarh and the Kalka rail head.
Regulators also sit in this belt: CDSCO's Baddi Zonal Office covers Haryana, Punjab, Himachal Pradesh, UT Chandigarh, J&K and Ladakh, and the Himachal State Drugs Controller's office is at Baddi. The Chandigarh Administration's health page publishes PDF lists of registered pharmaceutical distributors and retail medicine shops in the UT.
Vibcare appoints one PCD franchise partner per district with monopoly rights confirmed in writing, and district availability is confirmed when you enquire. Chandigarh is a single district, and the tricity adds Panchkula and Mohali next door.
So there is one district to ask about inside the UT itself. Panchkula and Mohali are separate districts in separate States, so a partner based there needs that State's drug licence rather than the Chandigarh UT licence.
Vibcare Pharma's corporate office is in Panchkula, so a tricity partner is working close to the company. Tell us your district and we will confirm whether it is open.
In Chandigarh the wholesale drug licence is issued by the Drugs Controller cum Licensing Authority, Directorate Health Services, at Administrative Building, GMSH Sector 16, and applications are made online through the Chandigarh e-Services portal, which links to the Online National Drugs Licensing System (ONDLS).
The CDSCO list of State Licensing Authorities for Union Territories (as on 24 April 2026) names the office as "Dy. Commissioner & SLA, Directorate Health Services, Drugs Controller cum L.A., Administrative Building, GMSH Sector 16, Chandigarh – 160015", with the email [email protected]. The Chandigarh Administration health page hosts the official lists of distributors and retail shops.
For premises in Panchkula the licensing authority is the Food and Drugs Administration, Haryana (Plot no. IP-7, Sector 3, Panchkula); for premises in Mohali it is the Commissionerate of Food and Drugs Administration (Drugs Wing), Phase 9, Mohali.
| Where your premises are | State / UT | Licensing authority (CDSCO list, 24 April 2026) |
|---|---|---|
| Chandigarh | UT Chandigarh | Drugs Controller cum L.A., Directorate Health Services, Administrative Building, GMSH Sector 16, Chandigarh – 160015 |
| Panchkula | Haryana | Food and Drugs Administration, Plot no. IP-7, Sector 3, Panchkula – 134109 |
| Mohali (SAS Nagar) | Punjab | Commissionerate of Food and Drugs Administration (Drugs Wing), Phase 9, Mohali – 160062 |
Chandigarh e-Services (Health & Family Welfare, GMSH-16) lists four drug-licence services — retail sale, manufacturing, wholesale and cosmetics manufacturing — and the wholesale service is titled "Issuance / Retention of Drug License for Whole Sale of Allopathic / Homoeopathic Drugs", with a stated timeline of 45 days. Its "Apply" button goes to the Online National Drugs Licensing System (ONDLS) at statedrugs.gov.in, developed by C-DAC with CDSCO and the State and UT regulators. A Chandigarh turnaround-time sheet gives 30 days (revised from 40) for the same service.
Under the Drugs and Cosmetics Rules, 1945 you apply in Form 19 and the licence issued is Form 20B (drugs other than Schedules C, C(1) and X) and/or Form 21B (Schedules C and C(1), excluding Schedule X); Schedule X wholesale is Form 20G. The Rules fee is ₹1,500 with Form 19, and the Chandigarh portal lists ₹1,500 for grant and ₹1,500 for retention.
Rule 64 sets the conditions: the premises must be adequate, with proper storage accommodation for preserving the properties of the drugs, and in charge of a competent person. For a wholesale licence the area must be not less than 10 sq m; where licences in Form 20/21 and in Form 20B/21B are both applied for, the area must be not less than 15 sq m. Premises licensed before the 1997 amendment are exempt from that 15 sq m proviso. The competent person must be a Registered Pharmacist, or a matriculate with four years' experience in dealing with the sale of drugs, or a university graduate with one year's experience in dealing with drugs.
The Chandigarh Form-19 (Wholesale) checklist asks for the firm's constitution papers, details and ID proof of the proprietor, partner or director, rent or lease agreement and premises ownership documents, NOC, electricity bill, plan layout, fee challan, and the competent person's appointment letter, acceptance letter, residence proof, qualification and experience certificates. A separate application and a separate licence are needed for every place where drugs are stocked or sold (Rule 62).
A sale licence remains valid perpetually provided a retention fee equal to the grant fee is deposited before the end of every five years from the date of issue; a late fee of 2% of the licence fee per month applies for up to six months, after which the licence is deemed cancelled. Licensed premises are inspected at least once in three years or on a risk basis.
Wholesale supplies are made against a cash or credit memo showing the date of sale, the licensee's and buyer's details, the drug, quantity and batch number, and the manufacturer's name, signed by the competent person; carbon copies are kept for three years, and purchase records for drugs bought for resale are kept in date order.
GST registration is separate from the drug licence, and Vibcare asks partners to hold it before starting. Under the CGST Act 2017, registration is compulsory whatever the turnover for anyone making inter-State taxable supplies; for a supplier of goods only, the threshold is ₹40 lakh (Notification No. 10/2019-Central Tax).
A Vibcare PCD franchise in Chandigarh gives you district monopoly rights in writing, a portfolio of 1,500+ products in 11+ divisions, and same-day dispatch of orders.
Vibcare requires a new partner to hold a wholesale drug licence and GST registration before starting. Margins and district availability are confirmed when you enquire.
Vibcare runs thirteen therapy franchise ranges, each with its own page listing the products.
Note that Schedule C, C(1) and X products fall under different licence forms — Form 21B covers Schedules C and C(1), and Form 20G covers Schedule X — so check your licence categories before ordering.
Starting takes six straightforward steps, from the first enquiry to your first order.
Apply online: the wholesale service on the Chandigarh e-Services portal (Health & Family Welfare, GMSH-16) links to the Online National Drugs Licensing System at statedrugs.gov.in. The application is Form 19 and the licences issued are Form 20B (drugs other than Schedules C, C(1) and X) and/or Form 21B (Schedules C and C(1)); the Rules fee is ₹1,500 and the portal states a timeline of 45 days.
You will need premises of at least 10 sq m with proper storage and a competent person in charge — a Registered Pharmacist, or a matriculate with four years' experience in selling drugs, or a graduate with one year's experience. Keep the firm's constitution papers, ID and premises papers, NOC, electricity bill, plan layout, fee challan and the competent person's appointment, qualification and experience papers ready. A Drugs Inspector inspects the premises before the licence is granted.
Manufacturing is close by: three pharma clusters sit in and around the tricity. the Department of Pharmaceuticals' 2023 survey records 43 pharma units in the Panchkula cluster, 80 at Derabassi in Mohali district, and 400 in the Baddi-Barotiwala-Nalagarh belt in Himachal Pradesh.
The BBN Development Plan names "nearness to city beautiful Chandigarh" and the Kalka rail head as reasons the belt grew, and records trade linkages with Chandigarh and Mohali; CDSCO's Baddi Zonal Office also covers UT Chandigarh, Punjab and Haryana. A PCD company in the tricity works close to its manufacturing supply; Vibcare's group company Vibcare Healthcare runs its own WHO-GMP certified plant in Panchkula.
The Baddi-Barotiwala-Nalagarh (BBN) belt is an industrial area in Solan district, Himachal Pradesh, administered by the BBN Development Authority. The Authority's planning area covers 31,814 hectares across 41 panchayats and 229 revenue villages, with 5,000 industrial units of all kinds and four growth centres: Baddi, Barotiwala, Nalagarh and Panjhera.
The Department of Pharmaceuticals' cluster survey (February 2023) counts 400 pharma units there — 40 micro, 60 small, 250 medium and 50 large — the largest of Himachal's seven pharma clusters. The BBN Development Plan calls it a pharmaceutical hub for manufacturing of drugs, grown after the central industrial package of June 2003; IBEF reports more than 650 operational pharma units in Himachal Pradesh and drug-formulation exports of ₹15,642 crore in FY26.
The BBN Development Plan gives the distance from the Baddi-Barotiwala-Nalagarh area to Chandigarh as 56 km (Kalka 26 km, Pinjore 31 km). Other sources give shorter distances by other routes — Baddi University's own directions say 40 km from Chandigarh via Pinjore, 29 km via Siswan and 30 km from Panchkula.
By road it is roughly 30 to 55 km, depending on the route.
The test in the Drugs and Cosmetics Act, 1940 is the activity, not the business label: Section 18(c) bars anyone from selling, stocking, exhibiting or offering for sale, or distributing a drug except under a licence. The Act and the Drugs Rules, 1945 never use the term "PCD", so there is no special PCD rule — if you stock or sell medicines, a licence is required.
The one named exemption is for travelling agents and agents of licensed manufacturers who distribute free samples to the medical profession and institutions; that covers free samples only.
Wholesale dealing is defined as sale to a person for the purpose of selling again (Rule 2(g)), and it needs Form 20B or Form 21B; retail sale is Form 20 or Form 21. So a franchise partner who supplies chemists for resale is doing wholesale dealing and needs a wholesale licence.
A Form 20B licence carries conditions: the licence is displayed prominently, drugs are bought under a cash or credit memo from a licensed dealer or manufacturer, and sale is not made to anyone without the requisite licence except Government buyers, hospitals and institutions, and registered medical practitioners for their patients.
The premises must be in charge of a competent person who is a Registered Pharmacist, or a matriculate with four years' experience in dealing with the sale of drugs, or a holder of a recognised university degree with one year's experience in dealing with drugs (Rule 64). The licensing authority must be satisfied that the person is competent to supervise and control the sale, distribution and preservation of drugs.
Keep the person's appointment letter, acceptance letter, residence proof, qualification and experience certificates with your application — these are on the Chandigarh Form-19 (Wholesale) checklist.
The minimum first order with Vibcare is ₹20,000; prices and margins are shared when you enquire. On the government side, plan for the licence costs: the Rules fee for the Form 19 application is ₹1,500, with a retention fee of the same amount before the end of every five years. Vibcare requires GST registration before you start.
Other costs, such as premises, storage, staff and transport, depend on how you set up.
Yes. Vibcare Pharma appoints PCD franchise partners district by district, one partner per district, with monopoly rights confirmed in writing. Because Chandigarh is administered as a single district, there is one district for the UT.
